When you ask for help, you're enrolling another person to support you.
You need to be specific about the help you ask for, so you need to know what that is. This is revealed in the goal-setting process. One more reason to take that seriously.
Asking for support honors the person you are asking, which is why most people will say yes.
Asking for support when you're not willing to help yourself dishonors the person. Make sure you are committed to following through.
If they say no, thank them for that. A definitive no is kinder than a half-hearted yes.

If someone asks for help, be like Wayne (above) from Letterkenny. If you can't, be honest. Saying yes when you don't mean it is cruel.
If you sense a friend needs help, don't confuse their not asking with their not needing it. I recommend not offering blind advice, but simply asking, "Would you like support with that?" or even better, "How exciting! If you're open to it, I'd love to support you"
